Membership in the United Institute for Public Administration (UNIPA) is open to all States that are members of the United Nations, as well as intergovernmental organisations that share UNIPA’s commitment to enhancing public administration and governance. By becoming a member, governments and organisations gain access to UNIPA’s specialised training programmes, resources, and international network dedicated to strengthening public sector institutions worldwide.

At present, the UNIPA Treaty—the founding document of the organisation—is open for input and review. This draft, proposed by the Preparatory Commission and the Council of future founding members, invites comments, suggestions, and reservations from potential member states and organisations before it is formally adopted.

While the Treaty is in this review stage, UNIPA has not yet been officially established, and membership has not yet come into effect. Prospective members are encouraged to participate in shaping the Treaty by providing their input, ensuring that the organisation reflects the collective interests of its founding members.
